APEGA’s Continued Collaboration Across Jurisdictions

At APEGA’s annual general meeting (AGM) in April 2025, the following resolution was brought forward and passed by voting members.
BE IT RESOLVED THAT the members of APEGA call upon the Council and Registrar to actively advocate, in collaboration with Engineers Canada and other provincial and territorial engineering regulators, for:
- The harmonization of P.Eng. licensing application processes and assessment criteria across jurisdictions;
- The mutual recognition of CPD and professional ethics requirements, allowing credits and compliance to be transferable between regulators;
- The development and implementation of digital tools or national systems that facilitate license verification, CPD tracking, and interprovincial registration processes;
- A public-facing commitment to reducing regulatory duplication and trade barriers, consistent with national efforts to improve labour mobility.
Since the motion passed, council discussed the motion and reaffirmed APEGA’s commitment to improving labour mobility and harmonization with other jurisdictions and noted our role as a national leader in these areas.
In May 2024, APEGA joined the 11 other engineering and geoscience regulators by signing Engineers Canada’s National Statement of Collaboration. This shared commitment aims to harmonize processes and programs, like continuing professional development, to increase regulatory efficiency. APEGA has made progress in the harmonization of some areas, while others have barriers to implementation.
One of these challenging areas is licensing application processes and assessment criteria, as the professions are under the purview of each provincial or territorial jurisdiction, with separate and independent legislation that would need to be amended or modernized.
To foster greater alignment between jurisdictions, CEOs from each of the engineering and geoscience regulators meet regularly to discuss areas of shared priority and highlight opportunities for collaboration. This forum will continue to play an important role in the ongoing conversations around harmonization, potential tools to consider across jurisdictions, and in reducing barriers and duplication.
APEGA is well positioned to support labour mobility within Canada and contribute meaningfully to national efforts aimed at reducing trade barriers. In 2024, APEGA approved interprovincial applications in fewer than four days, on average, for professionals already registered and in good standing with another Canadian jurisdiction. This is thanks to staff efforts in streamlining processes in the past two years.
APEGA continues to seek processes to improve labour mobility and harmonization, proactively presenting ideas to regulators across Canada to work together to improve the registrant experience.
