Lethbridge Branch Lunch n Learn: Capital Improvement Program

On November 30, 2017, Tony Vanden Heuvel CPA, CA, CMC and Conrad Westerson CD, P.Eng., from the City of Lethbridge will present on the city's Capital Improvement Program. The Capital Improvement Program (CIP) is a plan that identifies required capital projects and provides a planning schedule and financing plan. The 2018-2027 CIP was approved by City Council on May 23, 2017.

Tony and Conrad will review how the program works, the flow from start to finish including the procurement process and final selection of projects.  Tony and Conrad's presentation will focus on the Community Services projects and the timing of these projects going forward.

About the Presenter

Tony Vanden Heuvel, CPA, CA, CMC

Tony Vanden Heuvel grew up in Lethbridge and graduated from the University of Lethbridge. Tony holds designations as a CPA (Chartered Professional Accountant), CA (Chartered Accountant) and CMC (Certified Management Consultant) and worked as a Partner at a local accounting firm before leaving to work in industry. Tony has over ten years experience working in the public sector in leadership roles.

Tony joined the City of Lethbridge in 2012 and became the Director of Community Services in December 2016. Community Services encompasses 9 business units; Cemetery Services, Community Social Development, ENMAX Centre, Fire and EMS Services, PSCC (911 Call Centre), Recreation & Culture, Regulatory Services, Transit, and Facility Services. 

Conrad Westerson, CD, P.Eng.

Conrad graduated from LCI in Lethbridge and spent time after high school as a lifeguard and carpenter's helper. He Joined the Canadian Armed Forces in 1985 and spent the next 23 years in 3 arms artillery (Army), as a marine engineer (Navy) and airfield engineer (Airforce). Conrad retired in 2006 and returned to Lethbridge.

Conrad has over 30 years as a Facility Maintainer and Manager. His work has included managing infrastructure maintenance and construction such as runways, buildings, fuel farms, roadways, earthworks, and repairs to facilities from damages. Conrad's experience also includes work as a Maintainer on mechanical and structural systems on Canadian naval vessels. 

Conrad is trained in ICS Emergency management and has been recognized for his work on events such as the Winnipeg floods, Kelowna fires in 2003, High River floods, and was a team member of the Provincial Operations Center (POC) for the Fort McMurray fire in 2016.

Conrad presently resides in Lethbridge with his wife Lori. Conrad's three children Ryan, Shaun, and Shaelin, daughter-in-law Toni, and granddaughter London take up most of his spare time.
