Position Summary

Reporting to the Admissions Manager, the Engineer, Admissions provides recommendations on applications for enrolment, registration or reinstatement. The role serves to ensure that public interests are met by confirming that applicants have met the qualifications for membership according to legislation and Board of Examiners (BOE) policy.

This role acts as a subject matter expert on registration matters and reviews recommendations to enroll, defer or refuse made by APEGA staff and/or members of the BOE. As a subject matter expert, the role will ensure that the BOE’s final considerations on applications are consistent with legislation, policy and upholding the public’s interests.


  • Review applications for membership in accordance with the Engineering and Geoscience Professions (EGP) Act, Regulations, Bylaws, and BOE policy, to ensure that an applicant has met the qualifications for enrolment or registration by:
    • Reviewing completed applications to ensure that they are in a form acceptable to the Registration Executive Committee (REC), are fully completed, that the applicant meets the eligibility requirements for one of the categories of membership in the association 
    • Making recommendations to the Admissions Manager if the application should be declined without going to the REC
    • Reviewing applicants experience records, claimed competencies, reference/validator information against the requirements for registration or enrolment
    • Providing recommendations to approve, refuse or defer the applications (e.g. providing clarification as to why and how an applicant has or not met the qualifications for enrolment or registration).
    • Reviewing character, citizenship, and English language competency qualifications of specific applicants when additional discernment is required over-and-above the discernment provided by non-professional staff and make recommendations to the REC
    • Referring specific applications, in whole or in part, to appropriate members of the Registration Committee (RC) or REC for review when knowledge of specific fields of experience or academics is necessary to provide a fair or thorough assessment of the applicant’s qualifications for membership
    • Review applications for reinstatement of persons whose membership has been cancelled when the request for reinstatement arrives, and provide a recommendation regarding reinstatement
    • Reviewing professional licensee applications and the proposed scope of practice and either recommend approving the scope or recommend a scope that is more appropriate to the applicant’s practice.
  • In collaboration with the Admissions Manager, Director, Registration and Director, Registration Operations, provide lead support in the preparation and facilitating REC and RC meetings by:
    • Reviewing recommendations and motions of non-professional staff who undertake application case note preparation to ensure a defensible description of the recommendation and proposed course or action (i.e. clarification if a motion indicates that an application is being deferred and that the outstanding requirement)
    • Reviewing and providing clarification on recommendations made by Registration Committee (RC) Subject Matter Experts (Academic and Experience Examiners) against legislation and policies (e.g. providing clarification if an applicant’s academic credentials are covered under a Mutual Recognition Agreement).
    • Defending recommendations made, providing additional supporting information upon request by REC and RC members, and acting as a knowledge resource to the Board of Examiners on general matters of legislation, policy or precedence
    • Facilitating Full Academic Committee (FAC) and/or Full Experience Committee (FEC) (e.g. Co-chairing a meeting that may include multiple Professional Members that will be reviewing application details and ensuring that there is a fair recommendation that is consistent with legislation and policy).
  • Provide essential customer service and support to staff, Statutory Board volunteers and applicants to ensure appropriate operation of the Admissions and Registrations Department by:
    • Acting as a Subject Matter Expert, responding to escalated enquiries concerning the application requirements, and interpretation of the legislation and BOE policies. Diffuse the emotional nature of the inquiries with clear explanations.
    • Making decisions and/or escalating high profile applicants to management staff concerning special circumstances of the application that may be outside policy requirements
    • Presenting registration material at external presentations for training and education purposes for new BOE members and applicants (e.g. presenting requirements for registration presentations for permit holders)
  •  Provides input and the support of policy development and revision to Admissions Manager for consideration of adoption and implementation. This role will instrumental in updating or implementation of new policies by:
    • Reviewing and proving commentary on draft policy to make sure that the policies are fair, and consistent with legislation
    • Presenting revised or new policy to the Admissions Team and BOE members to ensure understanding and compliance

  • Ability to provide direction and coaching to staff, where required.


  • Professional Engineer or Geoscientist registered with APEGA
  • Combined with 10 years of broad engineering or geoscience related experience.
  • Preference will be given to candidates who have worked in environments working with legislation, regulations or where policies or rules govern practice apply. 
  • Equivalencies may be considered.
